WinTopo is a tool capable of interpreting the contents of a raster image and convert it to vector.
Approximately, the main difference between one and the other is that while the first is formed by an infinity of pixels, the second is composed of geometric objects, like lines and arcs, that are drawn in pre-determined coordinates.
When converting an image to vector you can modify those lines and arcs manually with a program dedicated to it.
The image formats supported are the following: TIF, JPG, PNG, GIF and BMP.
WinTopo also has functions for photographic retouching that will allow you to rotate and turn the image; adjust the brightness, contrast and the gamma; delete a determined area, etc.
